The five-year internal assessment is the NFPA 25 requirement building owners miss most. A qualified contractor opens your sprinkler piping at defined points and assesses the interior for corrosion, scale, sludge, and construction debris. Not looked at from the floor. Opened. It finds the problems no annual inspection can see, because every problem it looks for lives inside the pipe.

Your riser has a current tag. Your annual report came back clean. Your fire marshal walked the building and signed off.

You can still be out of compliance, and you would have no way of knowing from the outside.

If you own or manage a commercial building in Memphis and nobody can hand you a five-year internal assessment report, that is the gap worth closing this quarter.

What the five-year internal assessment actually is

NFPA 25 requires that the internal condition of your piping be assessed on a five-year cycle. A qualified contractor opens the system at defined points and looks inside for foreign organic and inorganic material: corrosion products, scale, sludge, biological growth, and construction debris that has been riding around in your system since the day it was installed.

The word choice matters here, and it is not pedantry. Older editions of the standard called this an internal inspection. The language changed to internal assessment. An inspection asks whether debris is present. An assessment asks whether what is present is enough to obstruct a sprinkler or a pipe. That is a judgment call, made by someone qualified to make it, and it is the difference between a report that says some material was observed and a report that tells you what to do about it.

Where the pipe gets opened

Two access points at minimum: a flushing connection at the end of one main, and a fitting or a branch line removed so the interior can be seen.

Good practice goes further than the minimum. On wet systems, material collects at high points where trapped air drives corrosion. On dry and preaction systems, it collects at the low points where water sits after every trip test and never fully drains. A contractor who opens only the two easiest access points on the riser and calls it done has satisfied a checkbox, not answered the question.

One exception, and four systems that do not get it

For wet pipe systems, the standard permits assessing every other system in a facility. Find a problem in one, and that exception evaporates. Every system in the building then gets assessed.

Dry systems, preaction systems, standpipes, and fire pumps get no such exception. Every cycle, every system. The exact conditions on the wet-system allowance are edition-specific, so confirm which apply to your building with your AHJ or your contractor.

What actually turns up inside a 20-year-old system

Nobody is surprised by rust. What surprises owners is the volume, and how ordinary the causes are.

  • Oxygen corrosion. Every wet system holds trapped air. Air plus water plus steel makes tubercules, hard nodules that grow off the pipe wall, break loose, and travel to the smallest opening in the system, which is the sprinkler orifice.
  • Microbiologically influenced corrosion. Bacteria that came in with the fill water and never left. MIC pits pipe from the inside out and can put a pinhole in a wall that a gauge reading will never warn you about.
  • Scale and sediment. Mineral deposits and whatever the municipal supply carried in on fill day.
  • Construction debris. Cutting oil, weld slag, gravel, a rag. It has been in there since commissioning, and until somebody opens the pipe, it stays there.

The practical point for an owner is simple: a system can look flawless from a lift and be half-choked at the branch lines.

When an assessment becomes an obstruction investigation

This is where the five-year requirement gets expensive, and where the surprise usually lands.

If the assessment turns up enough material to obstruct water flow, the standard requires an obstruction investigation, a broader look to find out how far the contamination runs. NFPA 25 also lists a set of conditions that trigger an investigation on their own, regardless of where you are in the five-year cycle. Among them: foreign material discharged during a flow test, plugged sprinklers, pinhole leaks, and a dry pipe valve that trips more often than it should.

An investigation opens the system at more points, including the system valve, the far end of a cross main, a branch line near the most remote cross main connection, the end of the most remote branch line, and the branch line at the most remote low point drain.

That is a different scope of work than a five-year assessment. It costs more, it takes longer, and it is not optional once it is triggered. The one thing that reliably makes it worse is finding out about it late.

Separately, dry or preaction piping running through a freezer or cold storage space carries its own ice obstruction investigation on a more frequent cycle. Memphis has more cold storage than most people outside the logistics business realize.

Why this is the one requirement buildings miss

Three reasons, and none of them are negligence.

  1. The cycle is longer than the staff. Five years is longer than most facility managers hold the building, longer than most service contracts run, and longer than most people’s memory of what the last contractor did. Annual work stays on the calendar because it comes around annually. The five-year item falls off.
  2. A current tag feels like an answer. It is not one. Annual inspection and testing confirms the system operates. It says nothing about what is accumulating inside the pipe between tests.
  3. Nobody bills you for it by accident. An inspection contract that covers quarterly and annual work will not perform an internal assessment unless the assessment is in the scope. If your contract does not name it, it is not happening, and the tag on your riser will keep looking fine right up until an AHJ or an insurance carrier asks for the report.

What to do about it this month

  1. Find out when your last internal assessment was. Ask your current contractor for the report. If nobody can produce one and the building is more than five years old, you have your answer.
  2. Read your ITM contract for the words internal assessment or internal inspection. If they are not in the scope, the work is not covered no matter how good the contractor is.
  3. Get the five-year item on a schedule with a date on it, not a note in somebody’s inbox. This is exactly what a managed ITM program exists to prevent.
